Noble Energy, Inc. Senior EHS Coordinator - Emergency Management in Houston, Texas

This role reports to the Global Emergency Management Manager responsible for developing and maintaining effective strategies and plans for international emergency preparedness, response and crisis management. The Emergency Management coordinator is responsible for developing the appropriate improvement plans, relevant standards, coordinating response planning for worldwide operations, managing international/corporate crisis management drills and conducting periodic program audits of emergency preparedness and response programs. This position will work closely with International Business Unit leaders to ensure their crisis management strategies effectively support plans for business continuity and disaster recovery.

  • Assist executive management in translating long term vision into an actionable 5-year plan to improve the company’s emergency preparedness and response programs.

  • Develops and maintains the business unit level emergency management and response plans.

  • Manages the necessary network of contracted response resources to ensure effectiveness and efficiency.

  • Coordinates the Incident Command System training and exercises for the international Business Unit operations.

  • Works with manager to carry our corporate emergency response and crisis management standards for implementation by Business Units.

  • Work with manager and international BU leadership to stay maintain BU response readiness and provide input on performance measurements.

  • Evaluates and implements the appropriate enterprise tools to support effective and efficient response planning and management.

  • Assist with maintenance of International Business Unit level audit practices necessary to ensure emergency preparedness and response programs have been consistently and effectively implemented.

  • Responds to emergencies or high-profile events to assist as needed in response and conducting post response reviews.

  • Communicates clearly and concisely to employees, contractors, members of the public/government/NGO’s and executive management on EM/ER issues.

  • Prioritize, manage, and execute work on multiple projects simultaneously.

  • Travel to remote locations and perform program assessment and compliance audits.

  • Provides guidance to Business Unit senior leadership and others on Oil Spill Response tactics, DOT/PHMSA, EPA and OPO 90 guidance.

  • Other duties as directed.

  • Coordinates annual emergency management operational exercises.

  • Reviews, maintains and updates emergency management and oil spill response plans.

  • Communicates with EHSR and Security to ensure planning consistency.

  • Participates in the annual renewal of 3rd party contracts pertaining to emergency management resources.

  • Ensures annual audits are being conducted by vendors and tracks action items to completion.

Job Requirements

  • Associate’s or bachelor’s degree in emergency management

  • Minimum of 8 years in direct emergency preparedness and/or response activities.

  • Or High School Diploma (or equivalent) + 3 additional years of experience

  • Experience in developing and delivering emergency management/response training.

  • Previous international work experience.

  • Achieved ICS L449 accreditation or ability to gain it within 6 weeks.

  • Experience and use of Homeland Security Exercise Evaluation Program (HSEEP) tools.

  • Ability to develop/create new and provide updates to plans focused on preparation and response measures.

  • Ability to work effectively across and within diverse teams.

  • Excellent facilitation, verbal and written (formal and technical) communication skills with a good command of the English language; ability to effectively articulate and present complex concepts and ideas to senior business management and end users.

  • Strong execution skills, with the ability to work efficiently under pressure to deliver quality results within standards and meet deadlines.

  • Strong analytical and organizational skills with an attention to detail.

  • Experience using MS Office Suite including Access, PowerPoint, Excel, Work, Visio, Project and Outlook.

  • Ability to travel, at times, more than 50% domestically and/or internationally.

  • Ability to work out of sequence weekday hours and weekends as required.

  • Comfortable giving training/presentations/demonstrations in group or audience environments.

  • Experience with IMO Level 1-3 demonstrations and techniques.

  • Emergency management experience including compliance documentation and developing emergency management plans pertaining to the Oil and Gas industry

  • Emergency management experience including development, conducting and evaluating emergency management exercises.
